Born Greenmeadows, Hawke’s Bay, 12 March 1901. Son of Peter Bate and Eleanor (née Broadley); married Louise Jordan, daughter of John Jordan, 1925 (d); two sons one daughter.
Education: Port Ahuriri School; Napier Boys High School; Victoria University, LLB 1919, LLM 1922.
Practised law, Taumarunui 1923-1927, Hastings 1927-1983; Chairman, Hawkes Bay Hospital Board, 1941-1974; President, Hospital Boards Association of NZ, 1954-1974; Member International  Federation of Hospital Boards, London, 1969-1974; First President, Eastern and Central Trustee Savings Bank, 1960-1965; President Associated Savings Banks of NZ, 1967-1969; Mayor of Hastings, 1953-1959; Grand Master of the Order of Freemasons, 1972-1974.  First President now Patron, Cancer Society of NZ (Hawkes Bay Branch), 1965 -.
