Born Hastings, 11 December 1933, son of Albert Percy Bruce Collins and Louise Margaret (née Anderson); married Avis Yvonne Burt, daughter of Arthur Burt, 1956; one son one daughter.
Education: Hastings West Primary School; Hastings High School; Victoria University, Bachelor of Science 1955, Master of Science 1957; CEng, CPhysicist; FInstP, FNZIP, MIEE, MIPENZ.  Junior Lecturer, Victoria University, 1957, SDIR Dominion Physical Lab, 1958-1963; National Physical Lab, Teddington, UK, 1962-1965; DSIR Physics and Engineering Laboratory: Scientist 1965-1970, Head of Physics Division 1970-1977, Director 1977-1985; Assistant Director General (Science), DSIR Head Office, Wellington 1985-1989; Director General, DSIR 1989 -; Trustee, Technology Advancement Trust; Member, Ross Dependency Res Committee; Chairman, NZ Civil Defence Sci Adv Committee; former Executive Member/Board Member: Coal Res Association, BRANZ, WRONZ; former Member FRI forest products advisory committee.  Member, Wainuiomata College Board of Governors, 1972-1978; current Member, Lions Club International (Wainuiomata).
Publications: Papers mainly on molecular physics, quantum mechanics; recent publications, lectures on sci and public sector management.
Recreations: squash, trout fishing.
