Born Melbourne, 6 May 1916; arrived in NZ, 1917, son of Willis Ide Combs and Ada Mary (née Quigley); married Grace Willis, daughter of Thomas Willis, 1942; two daughters.
Education: Dannevirke North School; Dannevirke High School; Victoria University, Master of Arts 1938; St John’s College, Cambridge, Bachelor of Arts 1940.
British Army, Intelligence Corps (Maj), 1940-1946. Joined British Foreign Service, 1947: served as Second, First Sec, Paris 1947, Rio de Janeiro 1951, Peking 1953, Foreign Office 1956; Commercial Counsellor, Baghdad, 1959; Foreign Office Inspectorate, 1963; Counsellor, Rangoon, 1965; NATO Defence Coll 1967; Assistant Undersecretary, Foreign and Commonwealth Office 1968, British Ambassador, Jakarta, 1970-1975 (retired).  Visiting Fellowship, Canterbury University, 1975.
Recreations: South East Asian affairs, maritime and military history.
