FOUNDATION.

The Hawke’s Bay Children’s Home was instituted by the late Mr. H. S. Tiffen in 1892, with the object of providing for, educating and training, orphaned, neglected and destitute girls, and in 1907 activities were extended in order that boys similarly conditioned might be provided for. In 1909 liberal arrangements were made with the France Trustees to lease the Premises now known as Randall House, which has been built by that body, and in 1912 the site of the Boys’ Home was leased from the same body and the Boys’ Home built thereon. This is now known as Gordon House and is used for small boys and girls. As the years passed by the Trustees felt that, owing to the limited time during which children could be provided for at the existing Home, it was desirable to obtain additional premises, and finally fifty acres of land were purchased at Eskdale, and in 1924 the Home, known as France House, Eskdale, was opened, This building was destroyed in the Earthquake disaster of February, 1931, and replacement was completed by a new building officially opened by His Excellency Lord Bledisloe in January, 1933. This Home provides training for boys for farming life, and enables the Trustees to keep the boys to an older age than was possible when only town premises were available; and now, when boys leave the Home they are at an age and equipped by their training to face the world.

FORTY-SEVENTH ANNUAL REPORT
For Year ended 31st MARCH 1939.

The Trustees of the Hawke’s bay Children’s Home have pleasure in submitting to Subscribers the Annual Report and Accounts for the year ended 31st March, 1939. A reference to the Income and Expenditure Account shows a small increase in the donations and subscriptions as compared with the previous year and it is gratifying to the Trustees to have this practical demonstration of the interest of the residents of Hawke’s Bay in the work they are carrying on. The general expenses of the Homes decreased during the year but a serious setback was the loss from the farm at Eskdale. Invariably the Farm has disclosed a profit but the disastrous flood of April, 1938 did such serious damage to the property that profitable farming has been impossible. It appears likely that it will be some time before the Farm can be brought to a profit making condition but it is considered that the current year will not be so unsatisfactory as the year just concluded. Had there been no loss from the Farm the position disclosed at the end of the year would not have been unsatisfactory but as a result of this loss the Accounts show the financial position has gone back to the extent of ₤339 0s. 9d. Today, there are fewer children in the Home than has been the case for a number of years and accordingly costs of maintaining the Homes have not been so high. To all who assisted the Children’s Home during the past year by donations of money or in other ways the grateful thanks of the Trustees are extended.

France House – The responsible positions of Master and Matron are occupied by Mr. and Mrs. N. L. Shaw and the interest they take in their onerous duties is a matter of great satisfaction to the Trustees. The Staff assisting Mr. and Mrs. Shaw comprise Miss Tyers and Miss Anderson. In April, 1938, both Staff and boys at France House had a most unenviable experience of flood

conditions. At one period it appeared the flood waters would enter the House and force the Staff and Boys to take refuge on the roof and conditions appeared so bad that a message was sent to Napier for a relief party to come out to rescue them. When the relief party arrived the height of the flood had been reached and although some flood waters had entered France House it was not necessary to evacuate the building. The manner in which the Staff and Boys conducted themselves both during the dangerous period of the flood and the most trying conditions which obtained for many months afterwards is worthy of the highest praise. In addition to causing a loss in the Farm working, considerable damage was done to Plantations and the grounds immediately surrounding France House were covered in silt to the depth of many feet, resulting in the foundations of the House being much lower than the surrounding land. It was not practicable to lift France House so it became necessary to undertake the very expensive course of shifting the silt. In this work valuable assistance was given from the funds set aside by the Government to assist victims of the flood. In consequence of the conditions arising from the flood the France House Troop of Boy Scouts had to suspend active operations for a period but the Troop has now resumed its former activities and the Trustees wish to thank the Scout Master, Mr. J Archer Absalom, for his continued interest.

Randall House (Girls’ Home), Napier. – There has been no change in the Staff at Randall House and Mrs. Hanson (Matron), Miss Burnett (Sub-Matron) and Mrs. Williams (Assistant Matron) carry out their duties effectively and efficiently. The essentials of Home life receive every attention and the Staff does its best to make Randall House a happy and comfortable Home. Mrs. Hanson has been in charge for four years and in all ways endeavours to advance the best interests of the Girls in her charge. Again the Camping Holiday took place on Mr. W.H. Guthrie-Smith’s property at Tutira. The heavy gales experienced in January last caused some anxiety as to the lasting qualities of the tents but did little otherwise to mar the

pleasure and health recruiting benefit of the holiday. Considerable assistance was given to the camp by Mr. J.B. Monteath, Mr. Patterson and other nearby settlers and to all who rendered service the Trustees express their gratitude. Healthy entertainment and amusement has been available throughout the year for the older girls in the Girl Guide Troop conducted by Miss Burnley, while the younger girls are catered for by the Brownie Pack by Mrs. Nash. A very valuable service is given to Randall House by Madame Mercer who attends weekly to give instruction and training in singing. The Trustees desire to thank those ladies for their services which are so generously given to provide healthy and instructive entertainment.

Gordon House (Boys and Girls), Napier. – Miss Macrae who has been Matron of Gordon House for over 12 years found it necessary to apply for leave to visit Scotland on family matters. Although the Trustees did not wish to lose Miss Macrae’s services even temporarily, they realised the importance of the matter to Miss Macrae and granted the required leave. Miss Macrae sailed at the end of January the trip and that before she returns in September Trustees hope that Miss Macrae has been able to satisfactorily arrange the matters which necessitated the trip and that before she returns in September next she will be able to enjoy a well deserved holiday. immediately following Miss Macrae’s departure Miss Lanham took charge of Gordon House and the Trustees are very appreciative of the efficiency and adaptability shown by Miss Lanham. The position of Matron is a difficult and responsible one and Miss Lanham is showing that she is thoroughly capable of carrying out these duties. It was a matter of regret that Miss Lane had to resign her position of Sub-matron during the year after having occupied the position for so many years. During the whole period of her service Miss Lane showed a lively interest in her duties and in the welfare of the children, and the Trustees wish to pay tribute to the value of her services to Gordon House. Miss McAuslin is still with us at Gordon House and continues her duties in that able and efficient manner expected from her discharge of the

duties of Assistant Matron in the past. During the school holidays the children went into Camp at Te Pohue and spent a most enjoyable time. The situation and surroundings of the Camp were ideal and the weather experienced satisfactory. A most valuable asset to the Camp was the school building kindly made available by the Hawke’s Bay Education Board. The Cub Pack at Gordon House continues its activities under the guidance of Miss Reeve and Miss Montgomery Williams and the Woodwork Class is conducted by Mrs. Dinwiddie and Mr. Jensen. Sewing is taught the senior girls by Mrs. Montgomery Williams. To Miss Reeve, Miss Montgomery Williams, Mrs. Dinwiddie, Mrs. Montgomery Williams and Mr. Jensen the Trustees extend their thanks.

Financial. – The Annual Appeal commenced on Friday, 31st March, but it is not yet completed throughout Hawke’s Bay. On this occasion the Trustees appealed for £1000, it being estimated this was the minimum required to enable the charges of the three Homes to be met as they fall due. At the time of preparing this report the total received is £626 65. 4d., so that a substantial sum still requires to come in. For forty-seven years the residents of [Hawke’s Bay have provided a sufficiency of funds to enable the Trustees to maintain the orphaned, neglected and destitute children of the Province and it is felt that if the matter is brought to the notice of the public the balance required will be provided. It is pleasing to report that the number of children requiring care by the Trustees has fallen from 103 on 31st March, 1938 to the above total. Unfortunately owing to the increased cost of goods the reduction in numbers will not result in any substantial saving in expenditure.

Trustees and House Committee. – It will be the duty of Subscribers present at the Annual Meeting to elect three Trustees. Messrs. E. Bibby, G. Melville Bell and F.G. Smith retire in accordance with the regulations, but, being eligible, offer themselves for re-election. It will be the duty of Subscribers also to elect the twelve members of the House Committee.

Annual Meeting. – The Annual Meeting will take place in the Office of Messrs. Retemeyer, Edgley and Chapman. Church Lane, Napier, on Wednesday, 28th June, 1939, at 3.30 p.m. The Trustees will welcome a representative attendance of Subscribers.

Thanks. – In conclusion, the Trustees wish to thank all those friends who have so generously sent gifts and donations to the Home and to express their appreciation of the manner in which the public gives its support and so enables the work to be carried on. It is not possible to thank individually all those who assist and the Trustees take this opportunity of expressing their thanks generally. The Trustees also wish to thank the Hon. Surgeons (Drs. A.G. Clark, S. Scoular and G.E. Waterworth), the Hon. Optician (Mr. W.S. Holland) and the Ladies’ Committee for their valuable services.
