FOUNDATION

The Hawke’s Bay Children’s Home was instituted by the late Mr. H.S. Tiffen in 1892, with the object of providing for, educating and training, orphaned, neglected and destitute girls, and in 1907 activities were extended in order that boys similarly conditioned might be provided for. In 1909 liberal arrangements were made with the France Trustees to lease the Premises in Priestly [Priestely] Road, formerly known as Randall House, which has been built by that body, and in 1912 the site of the Boys’ Home was leased from the same body and the Boys’ Home built thereon. This is now known as Gordon House and is used for small boys and girls. As the years passed by the Trustees felt that, owing to the limited time during which children could be provided for at the existing Home, it was desirable to obtain additional premises, and finally fifty acres of land were purchased at Eskdale, and in 1924 the Home known as France House, Eskdale, was opened, This building was destroyed in the Earthquake disaster of February, 1931, and replacement was completed by a new building officially opened by His Excellency, Lord Bledisloe, in January, 1933. This House provides training for boys for farming life, and enables the Trustees to keep the boys to an older age than was possible when only town premises were available; and now, when boys leave the Home they are at an age and equipped by their training to face the world.

FIFTY-EIGHTH ANNUAL REPORT
Year Ended 31st March, 1950

It is the duty of the Trustees once a year to arrange to have prepared the Financial Accounts and a Report on the activities of the year for distribution to subscribers and in the discharge of that duty, the Trustees have very much pleasure in now presenting the Annual Report and Accounts for the year ended 31st March, 1950. At this stage the Trustees would seize the opportunity of expressing their appreciation and thanks to all those good friends of the Hawke’s Bay Children’s Home who have assisted both financially and in other directions in carrying on the important social work the Trustees undertake. Without the sympathetic and practical support of the general public, it would not be possible for the Trustees to achieve any success in their welfare activities and but for that support, which has been accorded by the residents of Hawke’s Bay for the past 58 years, the work of the Hawke’s Bay Children’s home could not have been carried on.

Financial. – A reference to the Accounts, which appear at the end of this Report, shows that the income was not sufficient to cover the expenditure and there was in fact a deficiency of £586. This deficiency was chiefly due to very heavy expenditure on repairs and maintenance which amounted to ₤1142. Owing to shortages of labour and materials. it has not been possible to spread maintenance expenditure evenly and, accordingly, this year the amount required for this particular purpose is more substantial than is usual. The other items of expenditure show a definite tendency to increase. We had fewer children in the Homes during the past year but, nevertheless, there was no reduction

in the general expenditure. The increased cost of all commodities cancelled out any saving that might come about through the reduction in numbers.

The income of the Trustees for the year was most satisfactory. Subscriptions and donations were more than maintained and other items of income brought a satisfactory return.

Obituary. – It is natural that the Children’s Home having been in existence for 58 years, must begin to lose some of its old and tried supporters who, in the ordinary course of nature, have reached an age when it would be expected they must pass over. It is pleasant to be able to state that, as the older generation passes on, we find the succeeding generation willing and anxious to replace them as supporters of our work.

Mr. F.C. Clark: It is with the greatest regret that the Trustees have to record the death of Mr. F.C. Clark, a member of the Board of Trustees for nearly 30 years. Of late years Mr. Clark had suffered considerable physical disability but had borne his afflictions with the greatest fortitude and courage. To the members of the late Mr. Clark’s family, the Trustees wish to convey their sincere sympathy.

Randall House. – A very important change has taken place in our Homes. For many years the girls and small boys were housed in separate buildings and for a very long time your Trustees have been dissatisfied with the situation and condition of Gordon House which has been in occupation since 1912. Due to the reduction in numbers, the opportunity came to accommodate both small boys and girls in the one establishment and accordingly the boys were moved to Randall House and Miss McAuslin, who has been at Gordon House for so many years, assumed the matronship of Randall House. The staff at Randall House underwent many changes during the year, the most important being the resignation of Miss Gillies. brought about by family circumstances. Miss Gillies had been at Randall House since 1946 and had shown herself a most understanding and efficient matron. The

Trustees were sorry to lose her services, but quite appreciated the circumstances which led to her resignation. At this period the Trustees were faced with a great difficulty regarding staffing, but were very greatly assisted by the offer of Miss Cowlrick to rejoin the staff temporarily. Many years ago Miss Cowlrick was a matron of the Homes, but had retired, and it was a very generous action on her part to assist the Trustees in their then difficulty. As was expected. for the period Miss Cowlrick was at Randall House. she proved a very successful head of the establishment and the Trustees wish to convey to her their appreciation of her services.

France House. – Whilst Mr. and Mrs. N.L. Shaw continue as Master and Matron, there have been changes in the rest of the staff of France House. In the catering department there have been a number of changes. and the experiment of placing a Displaced Person was not a success as she did not appear to be able to adopt our way of life. Miss Pedlow, who had been Sub-Matron for some time, wished to transfer to town and the Trustees were glad that they could meet her wishes. In her place Mrs. Mulvay was appointed Sub-Matron and has discharged her duties most satisfactorily. Mr. and Mrs. Shaw continue to enjoy the confidence and respect of the boys in their care and of all who are associated with France House. It is pleasant to find that the contented atmosphere which has been a feature of France House for so many years continues to permeate the establishment. Very considerable assistance has been given by many people and organisations to make the year a happy one for the boys and to all who have given service in this direction the Trustees express their gratitude.

The farm which is conducted by Mr. Shaw and the senior boys had a satisfactory year and was able to show a margin of £396.

Annual Appeal. – The Annual Appeal was held at the end of March and the response of the public was most generous. Fortunately the weather was favourable and the voluntary collectors were able

to move around untroubled by adverse climatic conditions. The response to the Appeal was so good that the Trustees are able to state that the collection constituted a record in the 58 years of Annual Appeals. The details of the response in the various districts is as follows :

Trustees and House Committee. – It will be the duty of the subscribers present at the Statutory Annual Meeting to elect three Trustees. Messrs. G. Rochfort, A.R. Greenwood and B. Carlson retire in accordance with the regulations but they are eligible and offer themselves for re-election. It will also be the subscribers’ duty to elect twelve members of the House Committee.

Annual Meeting. – The Statutory Annual Meeting of subscribers will be held in the office of Messrs. Retemeyer, Edgley and Chapman, Public Accountants, Church Lane, Napier, on Wednesday, 26th July, 1950. at 3 p.m. The Trustees extend a cordial invitation to subscribers and hope there will be a representative attendance. Afternoon tea will be served at the conclusion of the Meeting.

Conclusion. – The assistance rendered to the Hawke’s Bay Children’s Home by a great host of people is the cause of much satisfaction to the Trustees and they wish to place on record their appreciation and gratitude. Many spontaneous acts of goodwill and voluntary service accorded by individuals cannot be mentioned in detail in this Report, but the Trustees hope that these few words of thanks will be generally accepted.

There are a number of regular services rendered to the Children’s Home from year to year of which the Trustees think some mention should be made and these include the assistance given by the members of the Medical Profession in Napier, the Honorary Optician. Mr. W.S. Holland, the consistent and conscientious work of the Ladies’ Committee and the Hastings Committee, Mr. Greenwood for arranging a large supply of fresh fruit. collecting from the orchards and delivering same to the Homes, the Napier Frivolity Minstrels, the Nurses of the Napier Hospital and the School Dental Clinic, Officers of the Child Welfare Department, the District Collectors and the Press.
