Born Palmerston North, 1 September 1917, son of Raymond Horn and Frances Emma Morrison; married Alma Ellen Harkness, daughter of Wesley Coban and Emma Harkness, 1945; two daughters.
Education: Nelson Park Primary School, Napier; Napier Boys High School; Victoria University, LLB 1939, LLM 1945.
Law Clerk, Napier 1934-1938, qualified Clerk, Wellington, 1938-1942; Barrister and Solicitor in practice, New Plymouth, 1947-1967; SM Palmerston North, 1967-1975; Chairman: Licensing Control commission, Fire Services Appeal Board, Pharmacy Authority, Maritime Appeal Authority, Copyright Tribunal, 1975-1978; Judge, Arbitration Court, 1978-1979, Chief Judge 1979-1987; Chief Judge, Labour Court, 1987-1989 (retired), Chairman, various times 1978-1989; Inquiry Committee on Domestic Purposes Benefit, Inquiry Committee on Tavern Tax, Committee of Inquiry into Industrial Democracy.  Member various times, 1947-1967: New Plymouth Kindergarten Council, Westown and Devon Intermediate Schools Committees, New Plymouth High Schools Board.
