Joined the Department of Internal Affairs, in London, 1957; subsequent postings in Washington, 1960-63 (Second Secretary), Paris 1963-66 (First Secretary), Kuala Lumpur 1966-68 (First Secretary), London 1972-77 (Deputy High Commissioner); transferred to Ministry of Defence as Deputy Secretary 1978; appointed Secretary of Defence 1979-88 (resigned); Visiting Fellow, Woodrow Wilson Centre for International Scholars, Washington DC and Carnegie Endowment for International Peace, 1990; NZ Ambassador to US 1991-. Member Victoria University Council, 1985-88
