Mayor, Wairoa District Council; born Wairoa, 30 December 1927, son of James [Jack] Owen and Daphne Irene (nee Donkin). Married Doreen Margaret Byrne, daughter of Esther and Jack Byrne, 1952; two sons three daughters.
Educated Ardkeen School, Wairoa Primary, Wairoa High School; Nelson College.
Sheepfarmer, diversifying into orcharding, horticulture recent years; active YFC movement 1950s, Chairman North Hawke’s Bay Young Farmers’ Club 1952; Member Wairoa County Club 1968-86, Deputy Chairman 1974-78, Chairman 1978-86
Mayor Wairoa District Council, 1986- (elected following amalgamation Wairoa Borough, County Councils); Executive member NZCA 1984-88, NZLGA 1988-; Member prior to their dissolution, Joint Council for Local Authority Services, Local Government Training Board, No 5 District Roads Council (Executive 4 years), Hawke’s Bay United Council (1983-89), Whakaki Drainage Board.
Recreations: rugby, cricket, golf, bridge.
